Is that necessarily a problem, though? If the excellent lines get voted for enough in their category (say 1-3, 4-6 and 7+ lines), they'll undergo a size mutation at some point. Then that line will appear in the other category (and presumably get voted for there, if it's good enough)...
: The problem with this is diplex: "unusual mutations" are one of the essential means of evolution, and segmentation would prevent the longer poems from benifiting from excellent lines (which would be in the short subsystem).
